A state of emergency has been declared in New York and New Jersey amid catastrophic flooding that has killed at least eight people, including a two-year-old boy.

The storm that dumped a months worth of rain over the course of a few hours left the street in Bushwick, Brooklyn looking like a scene from "The Day After Tomorrow."

Filmed by Twitter user @thisbushwicklife, the footage shows cars submerged outside their apartment on Knickerbocker Avenue between Hart street and Dekalb Avenue.

The user posted on their Twitter urging followers to "stay safe".

Record rainfall has also been recorded in Central Park and downpours are expected to continue for several hours.
